The Files app gives you quick access to all the files stored on your Chromebook and on the web via Google Drive. Users can also use it to open files stored on external storage devices connected to their Chromebook. You can use your Chromebook’s built-in Files app to access files such as documents, PDFs, images, and media stored on your device and access them on the web from Google Drive.

All documents stored in Google Drive are available offline. You must be online and connected to the internet to activate offline mode.
