The Culture Nuri Card is a card that supports domestic travel, culture and arts, and sports activities for people on basic livelihood security and the next upper class in order to reduce the cultural gap and improve the quality of life. This is a public service project supported by the lottery fund of the Lottery Committee of the Ministry of Strategy and Finance.

▶ National Basic Livelihood Security Recipients and the next poor (those born before December 31, 2017, 6 years old or older),
▶ Basic Livelihood Security Recipients: Livelihood, Housing, Medical, Education Benefit Recipients, Security Facility Recipients, Conditional Recipients
▶ 2nd class: Disability allowance recipients, next-class self-sufficiency workers, disabled children’s allowance recipients, beneficiaries of self-burden reduction, recipients of additional benefits for disabled pension (excluding those in the next higher income class), low-income single-parent families, education benefit recipients (students) and other household members, confirmation of next-class class Issuer (former priority care second highest)
The issuance period of the Culture Nuri Card is 2023.02.1 ~ 2023.11.30, and issuance may be closed early if the budget of the resident registration address is exhausted.
The Culture Nuri Card can be issued at community centers, websites, and mobile apps, and can be recharged. For recharging, it is also possible by phone ARS.
▶ How to issue a community center (new/reissued, recharged)
You can submit the application after visiting the nearest community center, and it can be issued immediately after visiting the national community center. You or your representative can visit the Eup/Myeon/Dong office, fill out the issuance application form, check your ID, and submit it to the person in charge. However, residents of welfare facilities can only apply by visiting the community center by the representative of the facility.
▶ Internet website application (new/reissueable, rechargeable)
Those who are 14 years of age or older and possess an identity verification method can apply through the Internet website. Access the Culture Nuri Card website (www.mnuri.kr), select Card Issuance at the top, and then apply for issuance after verifying yourself with mobile phone authentication or simple authentication under your name. After receiving the card, you can register and use it. If you select home delivery, it will be sent by registered mail and takes about 2-7 days.

Cards that are valid for more than one year can be recharged by verifying the mobile phone number of the person aged 14 or older.

Culture Nuri Card can only be used at registered online and offline merchants, and cannot be converted into cash at places where card payment is not accepted. The Culture Nuri Card is used in the cultural fields such as books, music, movies, TV, performances, exhibitions, crafts, photo studios, and cultural experiences, transportation such as railroads, intercity and express buses, travel agencies, tourist attractions, recreational forests, camping grounds, and dong. It can be used in the field of tourism, such as botanical gardens, hot springs, experiential tours, and theme parks, and in the field of sports, such as sports viewing, sports goods, and sports facilities. The Culture Nuri Card cannot be used for food, clothing, bedding, electronic products, living businesses such as hairdressing, educational institutions such as academies and training centers, or gift certificates. The Culture Nuri Card can be recharged from 9:00 am to 10:00 pm, and the charge limit is 100 won or more per card once and up to 100,000 won including the remaining balance at the time of charging.
