공무원 가족돌봄휴가In the future, public servants will also be able to use family care leave of up to 10 days per year when they need to care for family members such as spouses and parents as well as children.
The Ministry of Personnel Management announced on the 27th that it plans to push for a revision of the ‘National Civil Servant Service Regulations’ to change the ‘child care leave’ of civil servants to ‘family care leave’ and expand the scope of care recipients and number of days of care leave like in the private sector.
The main content of this amendment is to integrate the current child care leave into family care leave and expand the scope of those who can use care leave from ‘children’ to ‘family’.
If this happens, public officials can use family care leave, a special leave, if they need to take care of not only their children, but also their spouse, parents (including the spouse’s parents), grandparents, and grandchildren.
Family care leave will be allowed to be used as unpaid leave for up to 10 days per year, but child care leave will be operated as paid leave for up to 3 days (2 days if there is only one child) as is currently the case.
In addition, reasons for using family care leave are added to reflect the realistic situation in which child care is needed due to the closure of daycare centers, kindergartens, and schools or the postponement of the start of school amid the recent COVID-19 situation.
Previously, care leave could only be used to attend official events at the child’s daycare center, kindergarten, or school (elementary, middle, or high school), or to attend consultations with teachers, or to accompany the child to hospital treatment.
However, in the future, you will be able to use care leave even if your child cannot go to daycare, kindergarten, or school due to discretionary leave or disaster, or if you need to take care of your child because he or she is sick, but does not require hospital treatment.
In particular, family care support is being strengthened for public officials who are single-parent families or have children with disabilities. Public officials who are single-parent families or have disabled children can use up to three days of paid family care leave per year, even if they have only one child.
In addition, considering that disabled people may need long-term care, we plan to allow disabled children to use up to 3 days of paid family care leave per year even if they are adults.
Hwang Seo-jong, Minister of Personnel Management, said, “We expect to strengthen the emergency family care system, the need of which has been re-examined in the wake of COVID-19, while also contributing to solving the contemporary challenges of overcoming low birth rates and aging.” He added, “We will continue to reflect changes in the social environment and voices from the field in the future.” “We will continue to improve the family-friendly civil servant service system,” he emphasized.
